Guergana Rangatcheva, CPA*, Treasurer

Guergana is Chief Financial Officer at Bradley, Foster & Sargent, Inc. where she is responsible for the firm’s financial and human resource functions. Earlier, Guergana spent 16 years in public accounting, helping small and mid-size privately and publicly held companies in various industries. In addition to PLAN of CT, Guergana volunteers on the boards of several other not-for-profit organizations.

Amy Orlando*, Vice Chair

Amy is an attorney specializing in Elder Law, Estate Planning, Probate, Special Needs Veterans Benefits.

Kerry Tedford-Coles*, Executive Director

Ms. Tedford-Coles built a career serving individuals with disabilities in the special education and nonprofit sectors. Since 2004, she has been with PLAN of CT, becoming instrumental in its exponential growth. In June, 2016 she also became Executive Director of the National PLAN Alliance. She is a frequent local and national presenter regarding Special Needs Trusts for community organizations, legal and financial professionals, and disability providers. Ms. Tedford-Coles is also a member of the Pooled Trust National Standards Committee and the Center for Future Planning Advisory Council; she is a board member and Co-Chair of the Outreach & Education Committee of the Association of Pooled Trusts (APT), and served on the ABLE Act Advisory Committee through the U.S. Department of Treasury for the State of Connecticut. Kerry lives in eastern Connecticut with her husband and 2 children, one of whom is on the autism spectrum.

Dorothy Barnas

Dorothy (Dottie) is a retired Senior Vice-President from US Trust with over 52 years of trust experience. Dottie has been involved with PLAN of CT since its inception in the late 1980’s.

Michael Bohn

Michael retired from the construction industry as an executive responsible for business operations throughout the Midwest, New England, and the Southeast. 

Nancy Tonucci

Nancy is an attorney focusing on estate planning, probate and elder law at Brown Paindiris & Scott, LLP.  Her practice includes counseling families on options to keep seniors in their homes, as well as eligibility for governmental benefits and special needs planning. 

James D. Funnell, Jr.*

Jim is a Principal of the law firm Brody Wilkinson PC. His legal practice is limited to estate and trust planning, special needs planning for family members with disabilities, and estate and trust administration. He is a seminar leader for estate and special needs planning.

Patricia C. Kane

Patricia is the Managing Member of Kane Financial Planning, LLC.  She is a financial planner with over 30 years of experience in the financial industry.

Michael Leone

Michael serves as President of Leone Financial Services, which concentrates on special needs financial planning. He is a frequent lecturer to families with relatives living with disabilities.

Bernard Pelletier*

Bernard worked as a Property Casualty Actuarial for 35 years. He is a member of the Solar Energy Association of Connecticut.

Jeffrey Ratner

Jeffrey is a Financial Advisor with Independence Financial Partners where he provides security and investment advisory services. He holds an MBA and began his career as an executive with Aetna Life and Phoenix Companies.

Marialta Z. Sparagna*

Attorney focusing on Elder Law, Estate Planning, Probate Administration, and planning for people with disabilities. Former Adjunct Professor at St. Joseph’s University.

Diane F. Covello*

Diane is a patent Attorney, an Associate Professor at UCONN Law School, a member of the West Hartford Gifts of Music Advisory Committee and the College Club of Hartford Scholarship Committee.

Donna Duffy*

Donna is a retired Registered Nurse who currently volunteers in this capacity as well as advocates for people with intellectual disabilities.
